From 2010 to 2024, The Locke & Smith Foundation presented a granite plaque to the Representative and Senator whose voting records most closely aligned with the Constitution.

In 2025, after reviewing voting data from 2010 to 2024, the group refined the award criteria and introduced a new tiered system based on the recipients’ voting records. While the award will continue to be presented to the top-ranking members in both the House and Senate, its material composition will now vary according to the recipient’s score.
