
Our Mission and Vision for Future Success
The Locke & Smith Foundation is a non-partisan organization not affiliated with any political party. We are the preeminent constitutional group in the state of Missouri and quite possibly the nation. What started out as an exercise on writing legislation, quickly became reading the legislation introduced onto the general assembly floor and determining if it was constitutional and grading the legislators on how they voted on it. The founding members of the legislative committee started by reading the legislation that made it to the governor’s desk then opening up the state constitution to determine if the general assembly followed the people’s law (State Constitution) in order to pass such laws upon the people of the state.
The result of this exercise was to award a plaque to the most constitutionally voting member of the general assembly, one in the house and one in the senate. The following year the legislative committee expanded the review to every piece of legislation that receives a vote on either the floor of the house or the senate, known as the general assembly. This exercise started in 2010 and continues today as the The Locke & Smith Foundation proudly presents a plaque annually to the most constitutionally voting member of the house and senate.
The legislative committee reviews all legislation in strict scrutiny (defined as holds the reviewed law as presumptively invalid unless the government via the Constitution can demonstrate that the law or regulation is necessary to achieve).
The Constitution of Missouri is the people’s law to the elected and appointed in every governing capacity, it is a delegatory document that grants those in the government strict limitational authority to governing. This is why it is the basis by which all legislation is reviewed and all members of the assembly are scored as to how they voted on such legislation.
